Renters' Rights Act 2025

What's changed, and what's coming.

The biggest shake-up to private renting in a generation. Here's a plain-English view of the key dates and what they mean for landlords and tenants.

1 May 2026
  • All tenancies became open-ended and periodic
  • Section 21 'no-fault' evictions abolished
  • Tenants gained the right to request a pet
  • Rent rises limited to once a year
  • Rental bidding wars banned
Late 2026
  • The PRS Database begins its rollout
  • Landlord and property registration becomes mandatory
  • Properties can't be marketed unless registered
2028
  • The Landlord Ombudsman scheme becomes mandatory
  • Awaab's Law repair timescales reach the private sector
Beyond
  • Decent Homes Standard extended to private rentals
  • Ongoing enforcement by local councils

For landlords

  • Possession now runs through expanded Section 8 grounds, backed by evidence
  • Rent increases use a Section 13 notice, once every 12 months
  • You must respond to pet requests and can't unreasonably refuse
  • Hazards, damp and mould must be fixed within set timescales
  • Registration on the PRS Database and Ombudsman becomes compulsory

For tenants

  • Greater security, with no more 'no-fault' evictions
  • The right to request a pet in your home
  • Protection from unfair, repeated rent increases
  • Faster action on damp, mould and disrepair
  • An ombudsman to resolve disputes without going to court

Free compliance tools

Practical tools for landlords and tenants.

Stay on the right side of the new rules. Each tool prepares a clear, dated record you can send on in seconds.

Check whether a proposed rent increase is lawful under the Renters' Rights Act, then generate a Section 13 notice draft.

"Open in email app" launches your default email program with this pre-filled. If nothing happens, use Copy and paste it into an email to admin@bslproperty.co.uk.

Tenants now have the right to request a pet, and landlords can't unreasonably refuse. Fill this in to send your landlord a clear, dated request.

Here's your dated request. Send it from your email app, or copy it and paste it into an email to your landlord.

Your landlord must respond in writing within the timescales set by the Act, and can't unreasonably refuse a reasonable request, though they may ask for pet insurance to cover any damage.

Report a repair or hazard. Submitting this records the date and time, which starts the clock on your landlord's response under Awaab's Law.

This report is now timestamped. Keeping a dated record like this is your evidence trail under Awaab's Law. Based on the issue type, here are the target response times:

"Open in email app" needs a default email program. If nothing happens, use Copy report and paste it into an email to your landlord.

Response times are indicative, based on Awaab's Law timescales being introduced to the private sector. For emergencies that put safety at risk, please also call your landlord directly. You can attach photos when your email opens.
